Loyola president elected to chair the New Orleans Civil Service Commission

Shortly after being sworn in as one of the newest members of the New Orleans Civil Service Commission on Monday, Loyola University New Orleans President Kevin Wm. Wildes, S.J., Ph.D., was elected to helm the group as its chairman. He was nominated for the role by commission member Amy Glovinsky and was unanimously elected by the five-member panel.

Wildes was appointed to serve on the commission in July, succeeding William Forrester Jr., whose term had expired. Under city law, the five members of the commission serve overlapping six-year terms, with one elected by city employees and the four others nominated by local university presidents. Wildes was nominated by Tulane University President Scott Cowen and elected to the commission by the New Orleans City Council in a 4-2 vote.

New Orleans Public Library employee Joseph Clark is the other newly appointed member of the panel and was chosen by city employees. This was Wildes’ and Clark’s first commission meeting.

In addition to voting for the chairman position, the group also agreed to give Inspector General Ed Quatrevaux authority to choose members of an anti-fraud unit to monitor public school construction projects. Additionally, the commission discussed the “bumping” rule currently in place within city government which governs layoff procedures. Under the current system, when positions are eliminated, veteran employees are placed in positions within or outside their department, "bumping" someone else. In June, city administration presented the commission with proposed changes to the rule, saying that the bumping preference is based primarily on seniority rather than merit. Many city employees oppose the proposed changes. The commission made no decision on the policy during the meeting.
